     1. The Right Environment / Low Taxes / Great Service- Current millage rates- 26.129 mills
     (Unincorporated areas) and 27.3 mills (Incorporated areas). No separate city property taxes.
     2. No Inventory Taxes- Elberton and Elbert County are 100% exempted from property
     taxation on all classes of business inventory.
     3. No Impact Fees.
     4. Job Tax Credits- up to $3,500 per job created due to the County's "Tier 1" status; and an
     additional $500 per job created is available based on Elbert being a part of a Joint
     Development Authority with neighboring counties.
     5. Child Care Credits- Firms that provide or sponsor childcare are eligible for tax credits
     based on a percentage of the direct cash to the employees.
     6. Sales Tax Exemption- New or replacement manufacturing equipment purchases are
     exempt from sales and use taxes.
     7. Taxable and Tax Exempt Industrial Revenue Bond financing is available.

     1.Training- The state's Quick Start Program, acclaimed as the best in the nation, provides
     employment training at no cost for new industry. This can be facilitated at the local campus
     of Athens Technical College.
     2. Athens Technical College- The $10 million facility constructed in 1997 provides a variety
     of diploma and certification programs in numerous vocational and technical fields. Custom-
     made programs can be designed for specific and continuing training needs.
